"Routine Maintenance" refers to work orders such as replacing burnt-out bulbs, rearranging furniture, fixing desk drawers, etc. "Special projects" might entail several hours of work; painting an office, moving furniture to another office, etc. When in doubt, request the appropriate dean's permission.
